Issue Notice:
  • The Royal Cambodian Armed Forces (FARK) were founded by King Norodom Sihanouk in 1953. In 1954, at the Geneva Conference on Indochina, the French were forced to recognize Cambodia's independence. Lon Nol, who had been Prime Minister since 1969, became President in 1972 and proclaimed the Khmer Rouge. South Vietnamese and American troops then supported the government forces (FANK) in the fight against the Khmer Rouge, the Viet Minh, and the North Vietnamese People's Army (NVA).
  • In 1975, the Khmer Rouge finally captured Phnom Penh, whereupon they proclaimed Democratic Kampuchea. At the end of 1978, Vietnamese troops launched an offensive to end the Khmer Rouge's reign of terror. They captured Phnom Penh on January 7, 1979.
  • The Khmer Rouge retreated to northwestern Cambodia and began a new guerrilla war. Under the United Front for the National Salvation of Cambodia, led by Heng Samrin, the People's Republic of Kampuchea was proclaimed.
  • In 1991, the four warring factions signed the Paris Peace Agreement, which stipulated a ceasefire and scheduled new elections for 1993. Following the elections, a new constitution came into effect, establishing a constitutional monarchy with a democratic multi-party system and a market economy. The armed forces were renamed the Royal Cambodian Armed Forces.
  • In 1997, tensions between the First and Second Prime Ministers, Prince Norodom Ranariddh and Hun Sen, culminated in open warfare. The army had split, with its various units supporting one side or the other. Hun Sen ultimately emerged victorious.
