Issue Notice:
- This version was the original Issue to the 40th year of independence. The stamps were lost on the Air Shipment from Russia to Cambodia.
- Years later, a few sets of full sheets reappeared at a "freight auction" in Phnom Penh.
- MiNo. A1396-C1396 were printed in Russia.
- The stamps MiNo. 1394-1396 was issued as a replacement for the lost stamps (MiNo. A1396-C1396) printed in Vietnam and instead issued
