Issue Notice:
- Type I: The gold color is applied by screen printing and opaque, the wreath in the background consists of highly visible, filled points
- Type II: The stamp is printed entirely in offset printing, the golden color is dull, the wreath in the background is barely visible golden dots and squiggles
